Man, viewed morally,is a strange amalgam of angel and devil. He can feel the splendor of the night,the delicate beauty of spring flowers, the tender emotion of parental love, andthe intoxication of intellectual understanding. In moments of insight visionscome to him of how life should be lived and how men should order their dealingsone with another. Universal love is an emotion which many have felt and whichmany more could feel if the world made it less difficult. This is one side ofthe picture. On the other side are cruelty, greed, indifference andover-weening pride. In pursuit of political aims men will submit theiropponents to long years of unspeakable anguish. We know what the Nazis did toJews at Auschwitz. In mass cruelty, theexpulsions of Germans ordered by the Russians fall not very far short of theatrocities perpetuated by the Nazis. And how about our noble selves? We wouldnot do such deeds, oh no! But we enjoy our juicy steaks and our hot rolls whileGerman children die of hunger because our governments dare not face ourindignation if they asked us to forgo some part of our pleasures. If these werea Last Judgment as Christians believe, how do you think our excuses would soundbefore that final tribunal?

Despite being only a small place,Hong Kong is the home of more than seven million people. Being Hong Kong's gatekeeper, theImmigration Department takes great effort in guarding our control points andenforcing effective immigration and emmigration control. Besides, thedepartment is tasked with combating illegal workers and immigration offenders,as well as actively co-operating with law enforcement agencies of other placesto combat cross-boundary illegal migration and the use of forged documents soas to safeguard law and order in Hong Kong. The department also provides diversifiedservices to Hong Kong residents, among which are the issuance of highly-secureidentity cards and travel documents, and the processing of registration forbirths, deaths and marriages. It can be seen that the work of the department isindeed closely linked with the well-being of Hong Kong society and thelivelihood of its residents.
