Declare is used more often for giving judgements; announce is used more often for giving facts : [strike]The painting was announced to be a forgery. [/strike][strike]They haven't formally declared their engagement yet. [/strike]


proclaim [ T ] ( rather formal )
to publicly and officially tell people about sth important
The charter proclaimed that all states would have their own government.
Proclaim is often used to talk about a statement made by sb in authority about a situation that affects everyone. A situation that is proclaimed is usually being presented as a positive one.

pronounce [ T ] ( formal )
to say sth formally, officially or publicly
She was pronounced dead on arrival at the hospital.
