04年text4最后一句~~~引号里的句子： he says medical licensing boads"must make it clear.......that painful death are presumptively ones that are incompetently managed and should result in license suspension."

这里面两个are后面接的是什么成分啊,还有and后面的部分是和谁并列啊，就是说should result in 的主语是谁啊？

and的主语是 painful death

that从句修饰ones，后面那个and是与are incompetently managed 还是与are presumptively ones并列我也没分析清楚，可能要联系文意吧，但是should result in license suspension最终还是修饰 painful death的，从意思上理解的话与哪句并列似乎都是一样的
