以下是我复习过程中有疑问的两个句子，看看大家怎么分析的！
1 Whatever is featured in newspapers and magazines and on television attracts enough attention that people begin to inform themselves and to express opinions.
问题："that people begin to inform themselves and to express opinions"在句子中担当什么成分？是结果状语从句吗？

2 It do not tell how able an under privileged youngster might have been had he grown up under more fovorable circumstances.
问题： 'had he grown up under more fovorable circumstances'在句子中担当什么成分？是条件状语从句吗？是引导词"if"省略后这部分倒装了吗？
