border on sth  phrasal verb   
to come very close to being sth, especially an extreme or unpleasant quality or emotion

verge on sth  phrasal verb   
to border on sth

NOTE   border on sth  or  verge on sth?   
There is no real difference in meaning between these two words.  
Border on sth  is about twice as frequent as  verge on sth , which is slightly more literary.

to be nearly a particular time, age or number, especially a late time or old age
