affecting ……做什么成份？

   本句中what ……引导什么成分？是否只是代词？？
what后怎么翻译？

就先回最后一个吧，

首先的知道搭配,mean 后面跟that句型或者动名词（组）。

how important they can be 做recognizing的宾语；

in building the energy and telecom infrastructures 在建造……的过程中

needed to take full advantage of the Internet.为过去分词短语后置做定语，修饰telecom infrastructures的。

主干是But it does mean……

后面是一个从句做mean的宾语，mean后省略了that。

3楼的同学，“后面是一个从句做mean的宾语，mean后省略了that。”错了，这儿不是从句。
