（ of accident-free operations）——补语？后置定语？修饰说明climate这个主语
is established ——谓语（倒装形式）
【where time lost due to injuries is kept at a minimum.】——补语从句？后置状语从句？修饰前面一个句子

（where ）——从句引导词
time lost ——主语
（due to injuries ）——后置定语，修饰time lost
is kept
at a minimum.

这个句子的主干就是
a climate is established
其他都是对于这个主干的扩展跟修饰

如果这个词就是针对前面when the work is well done这个句子翻译出来的，when引导的状语从句，一般可译为“当……的时候”

个人认为

where time lost due to injuries is kept at a minimum是后置状语从句

具体的语法结构我不擅长哈，所以都是加的一堆疑问号O(∩_∩)O哈哈~
我只会将句子分割清楚，但我不会去深究到底是叫什么句子
我觉得那些事情是语法专家干的事情O(∩_∩)O哈哈~
