我觉得不像，上感觉翻译成央行感觉怪怪的  不过这里应该是个机构名
翻译成 货币调节委员会  行不行？

第二段说  国家外贸部的通知中发布的这项新规定                                             通知是外贸部发的
第三段说 中央银行已命令中国的银行在２００３年之前停止对土地购买做贷款。     并没有说发什么通知
